  8. Domain-Level Keyword usage (6%)
  9. Domain-Level Keyword-Agnostic Features (5%)

These all play a role in algorithms of search engine to rank a page. So we can say that it is SE part of SEO while O part is called optimization. The content part of a site is considered to be king so search engine looking for content according to queries putting by visitors, and search engine prefer content with high quality and there are some rules set by search engines to follow in order to get rank in organic search results.

You put queries and search engine answer you so called answer machine. It crawl and index billions of pages and evaluate numerous factors for determining which pages accurately answer your queries, are set in a special order, called ranking of a page.

While hat SEO is a valid step and according to rules of search engines and it give more value to their visitors. Black hat SEO adopt such strategies and practices which are not allowed by search engines.
